Why don't eighter of you use the service stand?
stop the engine leaf the key in, wipe one time and the wipers will stand straight.
take your key out and pull the wipers up for the night,
when you start your car again wipe once and they wil go down
This is how you change your wipers to instead of opening the hood

Just try it, your wipers will not frost to your screen .

The problem was the wipers compacting snow into the scuttle while in use, if I put them in blade changing mode in a blizzard I won't get ice in the scuttle but I can see other problems occurring
