Hi would anyone know if you can fit mk4 folding wing mirrors to a mk3 and what modules, bits and bobs would I need

You can fit them but the mirrors you have linked are not electric folding.
They are however incredibly cheap for the Caddy4 aero mirrors.
If you wanted electric folding mirrors, you'd need to add supporting door control modules and the control switch.
