I have checked the flow and return. Looked up the fuel system in a workshop manual and made sure all the lines were correct.
Last thing to try really is the injector seals.

Ok so last weekend i changed the injector seals and its exactly the same.
So far ive changed..
Battery
Starter motor
Crank sensor and fixed the wiring to it
Tandem pump
Lift pump
Fuel filter and housing
Injector seals
The van will start every time when warm. After 30 mins when its cooled down it wont start. The torsion value is 0 and goes to 0.5 when cranking. Im getting 231rpm reading.
Really running out of ideas here lol

If I were a betting man, I'd say the 231RPM is not enough to start it.
Does it have the correct starter? What is the part number?
The correct size of battery? What size?
The correct wiring to the starter(positive and negative)?

It's an 096 battery and 2kw starter.
It starts when warm tho, does it not require a higher rpm when warm? Hence people doing the hot start mod?

I thought the minimum cranking speed was 280 RPM?
A local guy went through 3 used starters before a new one fixed it. Once they're a bit poked, they just can't keep the speed up.

Doesn't a lazy starter effect hot start tho? It's starts fine when hot.

What would peoples thoughts be on a cracked head? Seems to be a common problem with bkd's especially those with a the A coded head which i happen to have.
Seems to kick out a lot of white smoke after ive bumped it off and one of those times the coolant light came on cos the reservoir was empty. Seemed strange cos id recently filled the coolant up after draining the system to remove the oil filter housing.
When i bought the van it had a 2 little bottle of water behind the drivers seat

In case anyone else finds this thread after chasing a non start issue and has similar symptoms i think i may have found my problem...
