I need a certificate of conformity to perform work on my vehicle 2013 caddy 2.0 dsg cfhc engine..how i can get

If you're trying to get it reclassified as car derived van to lower the tax and raise the speed limits, you've no chance mate. Nothing can be done, it's a commercial straight up and was never a car in the first place, also it's over the 2 tonne LGV limit when fully laden.

VW Commercial division will provide a C of C but there's nothing you can do with it that is remotely useful. DVLA will not entertain it.

I expect this is why you would want one, as there's no actual work you can need to do that would require it. Plus adding seats and windows will not be accepted either as proof. It's a goods vehicle and they will not change that classification.

Ask me how I know...my C of C is sitting in my van receipts folder.

I agree it won't allow a van to suddenly become a car but I thought the CoC was mostly needed when registering an imported vehicle - to demonstrate its emission status - Euro 4, Euro % etc.

Also that information determines whether it will be charged to enter ULEZ areas.

Yes normally it would be but the euro status of vans is ignored, in the UK at least, as all diesels older than 2016 are automatically banned from ULEZ zones. Needs to be Euro 6 with Adblue for NOx reduction at minimum, before vehicles can enter the zone without a fine. Repeat violation doubles and then triples the fines etc etc. To ensure that is the case, they set a minimum at 2016 or newer for entry.

So a 2013 diesel will never pass.

Ignoring the Euro status allows them to smash us with higher road tax / excuse licence (excise licence, pun intended). That's why they ignore van Euro status for tax reasons and apply a blanket rate of £350 from memory. Euro 5 diesel cars are taxed at £20 a year, Euro 5 vans are £350 ish (I pay mine monthly, £28 and change per month)

My previous car was a 2015 focus 1.6 tdci which was £20 a year road tax, before that a Volvo V40 2014 1.6 tdci and it was £0 tax.

I don't think there is an outright ban on Euro 5 or earlier vans entering UK ULEZ zones - they just demand you pay £12.50 per day.
