It's been a while since I did this on an A4 1.9 TDI but I'm sure it was 35" Mercury or something, 10 does seem really low.

I got a vacuum hand pump on eBay, about £20 and pulled a vacuum on the main lines using the pump when the engine was off, if it holds, all good, if not, you have a leak. You can plumb a t piece on with silicon tube for test. Listen for the leak with a bit of tubing in your ear, it's good for pinpointing the hissing sound as the vacuum decays back to nothing, pointing the other end of the tube around the engine bay at the vac lines and actuators.

I had a leak in the vac solenoid for the N75, not the valve itself. It was venting to atmosphere and letting air back in all the time.
